Dec. 5, 2025 Republic of Korea – GBU-39/B Small Diameter Bombs-Increment I (SDB-I) – Media/Public Contact: T_Outreach_PM@state.gov Transmittal No. 25-111 WASHINGTON, December 05, 2025 - The State Department has made a determination approving a possible Foreign Military Sale to the Republic of Korea of GBU-39/B Small Diameter Bombs-Increment I (SDB-I) and related equipment for an estimated cost of $111.8 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress. The Republic of Korea has requested to buy an additional six hundred twenty-four (624) GBU-39/B Small Diameter Bombs (SDB-I) that will be added to a previously implemented case whose value was under the congressional notification threshold. The original Foreign Military Sales (FMS) case, valued at $18.8 million ($15.4 million in major defense equipment (MDE)), included three hundred eighty-seven (387) GBU-39/B SDB-Is; aircraft components, spares, and accessories; explosive charges, devices, propellants, and components; spare parts, consumables and accessories, and repair and return support; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistics and program support. The estimated total cost is $111.8 million. This proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a major ally that is an important force for political stability and economic progress in the Indo-Pacific region. This proposed sale will improve the Republic of Korea’s capability to meet current and future threats by increasing its critical air defense capability to deter aggression in the region and to ensure interoperability with U.S. forces. The Republic of Korea already has GBU-39/B SDB-Is in its inventory and will have no difficulty absorbing these articles and services into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be The Boeing Corporation, located in Arlington, VA. At this time, the U.S. Government is not aware of any offset agreement proposed in connection with this potential sale. Any offset agreement will be defined in negotiations between the purchaser and the contractor. Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to the Republic of Korea. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. The description and dollar value are for the highest estimated quantity and dollar value based on initial requirements. Actual dollar value will be lower depending on final requirements, budget authority, and signed sales agreement(s), if and when concluded.
